My R&D wishlist:
1). Location of R&D (not speaking about me/pe) please make it mobile, costly / logistic nightmare .. but MOBILE. You know the mad scientist style that sits at a pos all day, tinkering his tools and doing research stuff.
2). Make it time consuming. I mean it takes person X, 2 hours to do that 8/10 complex, and he has a chance to get some nice shiny things. Now it takes an alt 1 week of mission whoring then check the mail on that character every 3 days. So again. Make it time consuming ... more time spent in, better gains.
Theese were general guidlines on my wishlist. Now to specifics.
You need let's say 1 cap recharger bpo (cap recharger only because it's trendy). Place it in an research array and get it to research. And start the research process for a possible feature ... like better recharge rate, lower CPU .. etc. The research process can be started only by someone with some relatively high skills. Once the project started you need to feed every 5-10 minutes some specific items. Fernite carbide/Eutetic capacitors/Cap Power Relay I, Holoreels... etc. Each needing specific skills in certain science fields to be able to be applied. The Project manager can then assign other corp members on the specific research project. Theese assigned members have the ability to feed the research assembly (if they have the specific skills), and their registration in the research project means that the research goes somewhat faster.
So in let's say 48 hours of research process (if the research line is not fed the research process halts) you have: 10% chance to just lose you Cap Recharger I BPO (isk sink is always good) 85% for nothing to happen, and you have to just start again. 5% that you lose your original BPO, and get a fresh one for a better module with the desired feature.
If you get that BPO, you can research it again for the same feature and/or the others untill it reaches Cap II bpo, and possibly also surpasees it (by a low margin only), and it takes longer and longer the process. For example ... adding that 10% to armor explosive resistance takes like months of research.
And reverse engineering should be just like the research process only shorter in time, and you have only a slim chance to recover the original and a high chance to destroy it.. and the result is a highly innefective (me/pe) BPO. That through a long research process you can get to decent me as well if you wish.
therefore, Research is long but rewarding after the work, Reverse Engineering is short you get production capabilities quick, but with a high cost product (four-five times more expensive in first stage).
So tech III would be just unlocking research features for bpo's.
So managing an research array for 240 hours should return something nice for the corp/insane mad scientist, that spends his time doing research.
